We put the gorilla pad over the sand. The sand was level with the blocks. The gorilla pad was a little longer than the diameter of the pool, so the sand should not wash out. Going to cover the extra pad sticking out with left over gravel. The pad we got said a thin layer of sand is recommended, as it is to provide a barrier against bugs and grass, not for comfort.

You said you don't want to do this every year - do you intend to leave the pool up year-round? No problem doing so, but might make it more worth it to invest in the foam if that is the case. If you are taking it down each year you need to find storage for the foam boards.

Have the top of the paver level with the ground. You'll essentially set the paver in the ground and it will keep them from shifting.
