Install Spa return cover with eyeball

I have a spa that has 4 returns. Nome of the return has a plastic cover.

I'd like to install a cover that has Adjustable eyes.

My neighbor said he tried installing covers to his pool returns, but the pressure blew them off despite the adhesive.

Any recommendations?
