In ground spa sucking in some jets

I have an in ground pool and spa combo. I know my left pump is for the fountain, middle pump is filter pump and the right pump is the booster pump (picture attached)

My spa has about 10 jets and some of them are sucking instead of jetting out. I noticed that some jets are also stronger than others. This is also causing a cyclone effect

I know the filter pump is required to be on while running the spa heating pump but does the booster pump also need to be running while I run the spa?

What is causing some jets to suck rather than jet out water? I attached some pictures. Thank you in advance for help

This simply means that some of the jets are plugged with debris..

To fix the problem you need to remove all the jets, turn on the spa jets and let it blow the junk out. Then put the jets back in.

Let's see what tricks @1poolman1 has up his sleeve...

One pump is not going to be able to satisfactorily supply 10 jets. Not residential equipment, anyway. Removing the orifices is the best way to clear a clogged jet. You can use a strong wire (#8 solid copper) and push the debris back into the jet body, but it usually ends up in another jet.
Clogged jets are a problem if, as it appears in the pictures, a separate jet-pump is used with no filter in the line.
