Is there a rule of thumb? Airate for 10 he's to raise Ph from 7.1 to 7.3

Yes you can branch off the return plumbing into a PVC fountain. No there is not a schedule of how long it will take to raise the pH by a certain amount.

When is the best time to have pump turn on and off. (should I let the sun heat up the pool and then have it set to come on at 1pm and off at 9pm. I do have a solar cover) or is 6 hours enough.

The only major driving force is your electric rates. If you are on a grid where you have peak and off peak pricing, night time is better.

Some people will break their total run time in half to get a little bit better skimmer action during the day.

In terms of temperature, I'm not sure that having the pump running will make much of a difference (unless you have a solar heating system).
