I think we need a new liner as the water level went down drastically over the winter. We cannot get a new one installed for 5-6 weeks. Is it okay to let the pool as is. It has no water in shallow end and water starts about 6 inches from where it slopes down into deep end. I thought you are supposed to keep water in them. But if it's okay as is then I won't bother filling only to have to drain again in a month.
How long can I leave pool with not much water in it?

Ideally yes, best to have "some" water in there. Since the liner itself is of no concern, the biggest issue now is the pool shell and any other supports. Something to evaluate as you make your decision.
To amplify what Texas Splash said, your pool, when looked at from the bottom is a boat. A boat that isn't full of water will float, so potentially can your pool. See this link (for citation, see link)
