Heater Not heating past 95

There is an Aqualink Rs. The inside one touch controller says the spa is heated to 104 and shuts the heater down. The Raypak heater is set to 104 but when this happens water temp is only 95. Put a thermometer in spa to check and heater is correct at 95. Temp sensor replaced so know its not that. Also calibrated temp sensor though one touch. Can't figure out what is going on.

Check the resistance of the Aqualink water temperature sensor using a multimeter.

95F is 6,530

104F is 5,326

Put a 10K resistor in place of the temperature sensor and the Aqualink should show a temperature of 76F. If it does not then you have a problem with the PCB.
