Hayward GVA-24 - Actuator Failing?

Hey guys, woke up this morning to half my spa drained, lol.

Anywho, went over and checked out my equipment and it looks like one of my actuated valves isn't all the way in the closed position. So, I swapped it from pool to spa mode for it to actuate and it closes all the way on the other end but is having 'trouble' getting there.

Turned it back from spa mode to "off" (default pool mode) and again, gears crunching and it doesnt close all the way.

Bad actuator? Any other suggestions? Attached is a pic of the "closed" position. If I can figure out an easy way to upload a video I will.IMG_8655.jpg

Remove the actuator from the valve and put the handle back on the valve and see if the valve moves smoothly by hand.

It looks like the actuator is hanging up in spots when turning the valve. Could be a problem internal to the valve.
