Having trouble deciphering the actions of my salt cell

I'm not sure how to check volts and amps when there is no mechanism to do so. Why wouldn't you rely on a measure of the FC being produced? (At a water temp known to be conducive to doing so).

I certainly admit to being no electrical engineer, but something can be powered on and consuming power and still not working in terms of what its output is supposed to be.
 
If it's using power, especially the correct amount of power, it's working. It's like a 5.5 kw heater element, if it's getting 230 volts and the current is about 24 amps, it's heating. The power has to be doing something or going somewhere.

If the volts an amps are correct, it's almost definitely working correctly.

Testing output chlorine can be useful, but it's not real accurate. It can tell you if it's making some chlorine but not how much unless you do a very carefully controlled experiment.
