Should I ask the delivery truck to dump the mason sand straight INSIDE the frame I built for it, on top of the weed barrier, so that I just have to spread it out from there? Or is it better to have the sand outside of the frame, and then bring it in shovel by shovel to have more control when spreading it out?
Having them dump sand straight inside the frame?

Not exactly a lot of detail but inside the frame makes sense to me. Is it a frame to contain the sand??
Unless you like extra work I’d have them dump it inside the frame too. No point moving the sand multiple times.
