New pool under construction. Have a small spot of rust and some exposed rebar. Looks to be small but the rust stain is much larger. I washed off some of the rust, but I’m sure it will return. How should something like this be fixed? Can we add a small rustoleum paint coat or will pebble tec cover it up? Thanks.

First expose the rebar until you have 1” to 2” of clean bar then the rust can be dealt with a rust oleum type of paint.
Your concern should also be that the rebar should be incapsulated within 3” minimum of Shotcrete to obtain the proper strength of the pool shell.
Covering the repair with hydraulic cement and leaving a rough surface for the plaster finish to adhere to.
