Either filter or bypass will work. The goal is get the bleach to mix. However the only way to remove the dead algae and other particles in the water is to filter it out.
Vacuum to waste what you can. Removing as much debris will speed up the process especially considering you have a sand filter.

Pool store testing is terrible, I wouldn't waste the time or gas.
You said earlier that your test kit should come today. Do a full set of tests and see where you are then.
Do not get your water tested at the pool store. They are notoriously inaccurate. In fact, draining before you had your own results with a reliable test kit was a bit of gamble. You could have drained too much or not enough.
The water didn't get bad overnight and it won't be fixed overnight. You need a little POP, pool owner patience. Your kit will be here soon and you'll be working with accurate information.
You should do a diluted cya test. Mix 1/2 pool water 1/2 tap water and double the result.

The problem with getting the k2006 is the limited number of tests that are needed especially when slaming. You can reorder more from tfteskits. I suggest the fas dos reagents and more cya reagent.
