Filter doesn't pump water

I just bought a replacement cartridge filter pump model 603.
i have followed instructions- the pump pumps water out , but the filter is not sucking water in at all. I have tried some troubleshooting : let out air leaks, tightened hose clamps, put more water in the pool.... Nothing seems to work - help!!

Silly question - I'm assuming this was a replacement pump. Did the intake and outlet hoses get installed back to their original/correct spots? :confusion:. I hope something here helps. Other suggestions should follow.
