Exposed pipes after gunite.

Experts — I need your opinion and recommendations on how to best fix this.
Shotcrete was poured a week ago and the form boards were removed yesterday,we have exposed pipes on the back of the spa wall (picture attached).PB saying this happens and he is going to patch it with rapid-set mortar mix or concrete mix and shape it up . It might need 4-5 inches of either mix to give it a good layer of concrete to protect the pipes from freezing.
Would the patch stick to the existing shotcrete shell and would the rapid set be the right product? Do they need to use any bonding agents for better bonding to the existing shotcrete wall? Does it need forming up or can they just spread the mix to that wall.
Any recommendations/suggestions are appreciated.

This situation happens often and have learned to pull forms off prior to Shotcrete crew breaking down, then a flash coat can be applied to meet the requirements of what ever the the finished product will be.

If the mortar mix is designed for this use and properly applied to the prepped surface this should be sufficient.IMG_4906.png
