National Grid came out - and sure enough, the Nuetral wire to my house was practically broken. He repaired/replaced it, and now there is no more electrification in the pool!

Glad you got it resolved! Do you have an overhead drop to your house? I ask because this happened to me years ago -- squirrels had chewed through the neutral line one the overhead drop leaving only the steel support wire to provide the neutral connection.

That explains the large pile of dead squirrels beneath the wires.

Normally, these go on forever and the poster either eventually sells the property or goes completely insane and has to be put into a mental institution.
