Pool lights bring out the most imperfections in the plaster finish that are typically not visible during daylight.
The hand finish is going to have its imperfections and the pictures you provided appear to be within standards.
I have to say that is one of the smoothest finishes I have seen at night under a light. I could show you MUCH worse and they were all deemed as "normal" for a hand finish. Jump in and enjoy that pretty pool!
Place a flashlight down on any surface at night and you'll quickly see that perfect is an illusion. With a light source at a low angle, the imperfections pop.
You pool doesn't have nearly the character that most have. They did good.
