Discoloration on pool side

Where the pool water goes back into the pool and there is a light, you can see the discoloration. What’s the best way to clean this up? I’m assuming that I should put some silicone around it so it doesn’t keep leaking, but it’s minimal.. any suggestions? Thanks

It needs a new gasket. Silicone on the outside (if it works) will just be temporary.
