Dead Hayward Aqua Rite PCB?

Hey everyone. My battle with my SWG continues. The problem is that there is no power light, no generating light, but there is a no flow light when the pump is first turned on. It also gives the diagnostic readings.
2800, 82, 14.6, 0.00, 68P, - 0, AL - 0, r 1.59, t-15

I've replaced.

1. New salt cell
2. New board

Is my PCB bad or what else can I do?

It finally worked when I reset the chlorine. It may have been the switch that was stuck in an in-between position. Your help has been absolutely incredible. Thank you so much for your time and wisdom. You have no idea my frustration these past 7 days.

As for the valves, I didn't build the pool so I'm not 100% sure but the valve in the middle (lower red circle) is supposed to be the heat pump bypass (from what another TFP expert told me a few weeks ago). The top valve (top red circle), I have no idea. But water is flowing to pump and coming out the eyeballs. The chemistry of the pool is balanced so I'm assuming the valve openings are ok, but it's just an uneducated guess.
