CYA level is stuck at 10 ppm

Opened our 24,000 gallon pool two weeks ago.
At opening, CYA reading = 10, on test strip and using R0013.
Gradually added all four pounds of Robelle 2604B Stabilizer. The package claims it is 100% CYA.
No change in the CYA level.
Shall I continue to add Stabilizer?
 
You cannot measure a CYA of 10 ppm.

You have added 20 ppm of CYA with the 4 lbs of stabilizer. Is the sample cloudy when you do the CYA test?
