Crack in step

My deck surrounds the pool and is made of concrete pavers. A crack appeared in the top step. Cost $200 to repair and recracked later that year-2016. Had it repaired this year and recracked when bigger grandchildren used the pool. Both repairs used an epoxy that hardens like concrete. There is some flex in the step that can be seen. One said need to repack under the steps. Do I have pavers removed to repack or do I have to drill holes in the steps?
 
I used a Pool Step Specialists Repair kit last summer, stair looks great. I had a major crack on the step that my pool renovator said couldn't be repaired, and had to replace. My deck is only a few years old, with brand new stamped concrete. I cringed at having to break up the deck to replace. After contacting Pool Step Specialists, they put together a specific kit for my troubled stair, their kit along with guidance allowed me to perform a repair that I was amazed at how it all turned out. They told me they have been doing step repairs for over 20 years, very knowledgeable group.

What was in their kit? Are these fiberglass or thermoplastic steps? How is the repair holding up?
