Auto fill water going to sump pump?

We have a spigot at our water supply by our house that connects underground to the typical auto fill valve by the pool in a plastic cannister.

After noticing an increasing amount of water spilling out into the street from the pipe our builders installed, we found the sump pump was filling when we had the auto fill on, which was pretty much 24/7. After turning the auto fill off, it stopped, so this is definitely the cause of the water waste.

We have no idea why the auto fill would cause water to go into the sump pump. I think the sump pump was installed to collect rain water from gutters, and any remnants from sprinklers from the drains. We aren't sure what purpose it would serve other than this.

We plan to call our builders, but are curious if anyone here may know if this is intended of the mechanism or if there might be some kind of leak, and where.

We are in California so we don't want to be wasting water. We've disabled the auto fill and are topping the pool off with the house for now.
 
Is there a float valve in the auto fill bucket? If that fails, then water will continue to fill the pool. Then if you also have an auto drain, an open port in the auto fill bucket, the pool will drain into a drain pipe that may go to the sump area. Does yours look like this:

Thanks for your reply. Yes, that is exactly the setup we have. There is an overflow opening at the top but after checking it constantly we have never seen the water in the bucket come close to that hole. Here is the weird thing: We turned the autofill off and let the pool level go down about 1-2 inches. We then turned the autofill on, which would naturally make the valve come on at almost full pressure. After about 30 minutes, i looked in the sump, and saw water dripping in.
