Could my auto cover be harboring bacteria that’s causing my SLAM to take so long? I’m on day 3 and still not maintaining a SLAM level of 16… I’m closing the auto cover after every chlorine addition. It just seems stuck @ 14.5, time after time.

It won't "stay" at slam level & will get used up killing whatever is in water. The maintain means test & dose as often as you can until the end.
