Are these dots algae?

My pool is a month old and I am noticing these rust colored dots appearing everywhere and most noticable in the white return jets, skimmer and pool vac that stays in the water.

Initially thought it was iron but Leslie's test showed 0ppm and also tried Ascorbic acid powder directly on the pool vac plastic that did not dissolve them. Now I'm thinking algae? I am able to scrape them off from plastic with my nail but not really from plaster.

Anyone seen this before?

pH is at 7.6
Alkalinity 90
FC has been falling a bit low around 1 due to low CYA

I'm not sure about abalone shells since it's just arctic white pebble sheen finish. The brown dots are on the plastic surfaces not just the plaster although the plaster itself has some brown aggregate which is not the issue.

If it were fertilizer shouldn't the Ascorbic acid dissolve it? (assuming it's iron) I directly sprinkled some and let it sit on the plastic and it didn't do anything.
