Almost giving up on the rust treatment

I thought I "fixed" the rust issue by repairing the rusted area around and behind the skimmer. I removed the liner, brushed the rust, treated with CLR, used POR15 (including metal treatment and the "paint"), doubled up on the skimmer gaskets and even applied some "waterproof" caulk around the skimmer - took almost 2 days. Feeling confident, we opened the pool last weekend , however, the rust stain came right back. Thinking this may be "residual" rust, I treated, as usual, with ascorbic acid, however, the rust stain came right back only after 4 days. I am at a loss and can't think of anything else that may cause rusting - I only treated ONE skimmer since the other one (I have two total) doesn't seem to be suffering from any rusting. And of course, I have stainless steel screws (will change some out again).

As usual, any advice / feedback would be greatly appreciated, as I am about to give up my hope (of resolving) here......and not sure the quality of our water changed suddenly (e.g., I didn't have rust stain issues first 5 or so years, then rather frequent ascorbic acid treatment starting about 3 years ago).

Wow. I feel for you after all that preventive effort. I suspect there may be more science behind the issue, or perhaps simply the way that piece of metal at the wall was fabricated that is beyond your control. @JoyfulNoise might have some insight.
