As long as there are no other odd or contributing factors (i.e. green water), it is safe as long as your FC is in between your minimum and SLAM FC level. Anything high or lower then it is not recommended.
I would not recommend swimming above FC of 24 ppm. You want to make some drinks and hang out in the pool and actually swim? or get in and brush and scoop out stuff?
We generally say it is safe to swim when:
PH is 7.2 - 7.8
Chlorine is above minimum level for CYA level
Chlorine is below shock level for CYA level
Water is clear
