You never added CYA and the builder didn't either? You never added tablets, Dichlor granular "shock" or "trichlor" products? Anything called "Conditioner"...
Either the pool is smaller than you think or something containing CYA/Stabilizer was added at somepoint. Your CYA was probably near 20 but the test tube starts at 20 so it just wasn't registering.

Alll I've added was a lot of chlorine and the 3lbs of stabilizer from Lowe's
On the label it said it was 100% CYA

That is bizarre. I got the same calculation as you.
I would repeat the CYA test tomorrow - maybe testing error? Did you do it outside in direct sunlight with your back to the sun?

I did and I did it 4-5 times
I'll try again tomorrow as I read it is one of the test that is hardest to do

If the CYA test can be +-15 then maybe I'm reading it on the high side
60-15=45 which would be close
I'll try again tomorrow and see what I come up with
I would rather err on the low side than end up with too much CYA

This morning I just tested the FC
FC=22
CC=0
TC=22
I lost 2ppm overnight but I'm not seeing any CC
Is that unusual
Water is still a little cloudy but I can now see the 2 bottom drains

Not at all. The presence (or lack of) of CC's by itself is not a complete indicator.
Losing 2 ppm overnight means you still have a little ways to go and that your pool is not crystal clear means you need to keep FC at shock value.
I'm starting to see the sunlight shimmer thru the shallow end of the pool
and I can see the bottom of the deep end (just not real clear yet)
It has real cleared up a lot from this morning
I put a skimmer sock on and it really has taken a lot of dead algae out of the water
I'm very happy with the progress so far
I have been enjoying several cans of pop (I did add to it
) while letting the chlorine do it's thing
Just for some giggles I'll check FC tonight and compare it to tomorrow morning's reading
and I can see the bottom of the deep end (just not real clear yet)

I can see the bottom in the deep it's still not clear but I can see it
Today when the sun was shining I could see the sunlight shimmering in the shallow end
I can remember when I could look into the pool and think it's not 6 feet deep it looked like 2 feet at most
So for some giggles I took some readings tonight and will retest the FC in the morning
I also opened a big bottle of POP with a little added to it

Compared to April 29th my pool looks great

Sounds like improvements are coming right along 
We'll be needing to see some pics soon :-D
Also, when you get done with shocking, you will need to address the CH for your fiberglass pool.

I wish I took some pictures in the beginning but I didn't 
The CH will be next on my list of to do's

Well I still got a ways to go my FC dropped to 24 this morning 
On the bright side I can see the bottom of the pool in the deep end

Would it be ok to let my FC drop to 9ppm so I can test my PH or should I wait till I pass all 3 test
