Sagging plastic step insert

I have a one year old inground liner pool with concrete cantilever coping and a plastic step insert that has settled/sagged resulting in about 1/8-inch gap between the bead lock and the bottom of the concrete, about 2-3 feet long near the center of the top of the steps. Is this something to be concerned about and if so what measures should be taken to repair/maintain this area.

On a side note, our street was recently resurfaced and a vibratory drum compactor was used to compact the road base aggregate prior to paving. Any thoughts on if this could have be the cause of the settling/sagging or is this a result of improper installation by the pool builder. I did not notice the gap until after the road compaction was done so not sure if there's a connection.
