2 ns sand vs. pea stone backfill

I have two quotes, that recommend pea stone backfill, and another that strongly recommends 2 ns sand. It's a Crystal Palace 14 x 30, 3'6-5'6 depth. Ideas or suggestions?

Everything I have read suggest pea gravel is better than sand. In the middle of our install right now and we used gravel.

Does the sand guy have a common sense reason why he suggests sand?

Sand is fine for the bottom and side backfill. When backfilling with sand, a little water is hosed in to help the sand compact and prevents voids.
