I removed the 520073 board from the loop and it stays on. Bottom board with push buttons.

If you have all the relays disconnected,

It trips when connected to the board and then holds when disconnected, Its the board!

Something you may try. Did you say, or is it a fact that, when the relay is plugged in, the pump wont turn off. But if you unplug the relay, it will turn off? If this is the case, clear the memory (erase EPROM).
For future reference for anyone reading, all I did to fix was to change all the 5 darlington transistors on the board! Worked like a charm and saved me a lot of money.
