If you want a ladder that just slips into deck anchors, it's not overly expensive.
$200 to $400 dollars for a quality SR Smith ladder. They're worth it knowing they won't disintegrate after a couple seasons. Mine is probably 20 years old.
You'll need two anchors in the pool deck, likely about $40-60 a piece.
I have a metal ladder that was never bonded (I bought the house late last year).
What I did was chip away a small trench of the concrete deck then ran #8 bare copper wire from the ladder
to the pool equipment. Then I covered the trench with a small amount of concrete.
Then secured the wire to the ladder anchor bolt with a bronze washer (the anchor and bolt is bronze too)
