First time posting. I would like to know if it if recommend to drain the pool or if the salt water in the pool will be ok to use as is. salt test at 3ppt salinity last year.

No, the salt level will not cause any issues.
Is this an indoor pool? Are you maintaining it to TFPC spec or another system? If this is not an indoor pool and you are using TFPC then there is no need for UV or ozone. If indoor with TFPC then you might see some benefit from them. If you are using another system then none of this applies and I wish you luck with it.
