1.65HP VSP not enough for water features

I have 2 bubblers and 3 18” arc waterfalls running off a dedicated 1.65 pump. Shelf with the bubblers is 14” deep. Seems like there is not enough water pressure. Do you think I need a dedicated pump for the bubblers? The bubblers were plumed on a 2” loop and the waterfalls are on separate 1.5” lines. This would make 3 pumps total.

Can you isolate the features and see if they get enough pressure without running the other features? Bubblers and sheers do take a lot of water. Keep in mind how much pumps cost to operate.
