Been using the Palin Pooltest 9 for a couple years and it's outstanding; spot on. No guesswork as to what shade of color a test is and no dealing with the black dot/no black dot for CYA testing; all digital testing: FC, pH, CYA, TA, takes about 10 minutes.

Where does the water leak out to? Is there a pipe that the valve connects to? What would cause outside water pressure to be higher than inside water pressure?

I've been using the Hayward Sense & Dispense system for a few years now, using ORP, and I have not had any issues. It did take a while to dial things in, but so far so good. My pool is clear and clean, chemical readings are on the money and chemical maintenance has been relatively easy.
