The return flow is normal, stronger when first charged and slowly diminishes as the pressure increases. It also all works fine on recirculate just moves more water at an given RPM since there is less head pressure.

When are you checking the water? As CC's can be burned off by the sun. Perhaps as JohnT mentioned above if you took samples before the pool received much sun exposure you may get a higher CC reading along with perhaps a lower FC reading as well.

An over night chlorine loss test is the best way to see if anything is still active in the pool. The good part is you have an auto cover that I imagine block outs 100% of sunlight, which means you don't need to get up before the sun to get an accurate reading.

I find Dichlor a good option when you are opening a swamp with zero CYA and zero FC. The CYA in dichlor seems to dissolve almost instantly which is good if you need to backwash frequently in a swap situation. Also remember dichlor will lower your pH rather quickly so keep an eye on it...
