Craig, Yes, it is strange. The SPA sits at one of of the pool and it spills over into "spillway" which is about 15' and then that leads into the main pool. So, I'm thinking they plumbed it this way due to the layout of the pool itself. You can see the pool via this screen shot from google maps...
