Thanks @jimmythegreek and @wireform. Jimmy, you were right, I didn't realize there is a gasket under the liner as well as on top. So all the holes weren't lined up as you said. The fitting cover hole, the outer gasket hole, the liner hole, the inside gasket hole all shifted away from the screw...

Thanks guys, to clarify, the screws aren't stuck in the 4 holes around the fitting. It's the plug that's stuck which is a separate issue from the screw issue. The screw issue is that I'm not able to get the screws back in to get the intake fitting cover back on to stop the water from leaking...
