Not sure why you think you need to remove the tops of the posts.
The bond wire should be tied into the posts near the bottom with direct burial rated lugs at 4 locations equally spaced around the perimeter of the pool.

Ah, OK. Usually the bonding is done during setup. You may be able to get away with sheet metal screws. Depends on the inspector in your area and what he wants to see. If you use them at least use stainless. I just remembered I did have to bolt lugs on a while back on an assembled/filled pool. I did pull the top caps, taped a wrench to a stick to get the nut to the bottom. I had to tape up the "back" side of the box wrench to keep the nut from falling out. First one took about 10 min the rest were a lot faster. Definitely needed a helper on this one. (6 year old daughter)
