Winter Cover Lawn Spikes

Hello all, I have a question about winter safety cover attachment points. on about 2/3 of the one side of my inground pool, the spikes are in the grass. They are pulling out and don't really hold the cover in place very well at all. Anyone have a tried and true suggestion to remedy this? I have heard maybe rebar, also heard perhaps put some pvc pipe in, fill it with cement and put the spike in there, but that seems likely to break the pvc trying to hammer it in and if digging, the dirt would no longer be compact around it to hold securely.

2 of my anchor points are in the grass part and both of them are in an aluminum pipe sunk around a foot in the ground. Who initially installed the cover did the use proper ground anchors?

That is what the portion sticking out of the grass look like although I haven't actually pulled them out of the ground to see the length. It was installed by the pool builder (or their sub) 3ish years ago.
