White Particles on Water surface - Pollen or other?

Hello, I am new member and relatively new pool owner (1 year). I have found this site very useful and thank you all for the great details in here to research. I am in Monmouth County New Jersey and have a question similar to this thread I found Surface Scum (it is old and won't let me reply to it).

The chemistry of my water is at TA=110, Ph=7.6 Ca=220, temp =82 According to my Taylor kit it is LSI= between 0 and .1, or Balanced. I keep Chlorine at 4ppm using a SWG and shock weekly followed by an algaecide/clarifier combo solution a day later.

I can see clearly to the bottom, no one has had any issues swimming, and all is generally well - except that I have these flakes in the picture. At night when I put the light on i can confirm it's only on the water surface, only very superfine particles cross the light path. I have tried to sample them in a cup and dissolve them in Bleach, and they remain static, not increasing or dissolving. I use a skimmer sock and manual fine net skimmer and can catch most but not the small ones so I can keep it under control and it's not terrible - the contents of the skimmer sock are like a brownish scummy material. I have tried to use clarifier to help bind it but it doesn't really work to eradicate them completely. Given everything else I'm reading I suspect pollen but was hoping for any fellow NJ owners who can help to confirm it as a localized / environmental thing and that this should be expected?

Any other tips for getting it cleaner ?
