Any idea why this would happen? I turn the pump off and the water backs up and bubbles out the skimmer, to the point where it blows the lid off. Is this normal?
No. It means you are building air in your filter most likely from a suction side leak.
Can you fill out your signature so we know pool type, size, equipment, etc? Help us help you.

As a test, with the pump running, open the air relief on the filter until you get a good stream of water, and then turn off the pump and see what happens...

Do you have air in your returns when the pump is running? What is your filter pressure versus your normal clean pressure?
Do you have excessive water loss from the pool?Is it possible the pipe is broken from the skimmer to the pump?

Odd... it should have a valve of some type..
I agree with Marty.. it sounds like you have an leak..
Is your equipment pad way above the level of your pool??
