What is this? Translucent scales on surface

Finally got a good photo. This stuff is driving me nuts. Any idea what I am dealing with here? Something related to pool chemistry or organic material? And how do I get rid of it??

Ugh. So nothing I can do about it for now. My skimmers don’t seem to do a great job of pulling it in, even running 24/7 and the net just passes through it

How about putting a skimmer sock on your net and run it sideways along the water to capture it?
