What are these tall, uncapped pipes for?

Can anyone tell me what these tall green pipes are for at my friend's pool? They are open to the atmosphere. The equipment pad is below the pool height-wise.

I don't have any pipes like this at my pool, but my equipment is at the same grade as my pool deck...

Yes; there is a spa. It is above the pool. Come to think of it, the only time I've ever seen pipes like this is when the spa is above the pool...

Looks like the pipe for a blower for the spa... a really tall one (I'm guessing because it is below the pool water level).
 
They are air intakes for the spa. Turn the spa on and I suspect you can hear air being pulled into those lines.

No real need for a blower. The system is built to naturally pull in air to mix with the water out of the jets in the spa.
