Water Balance issue indoor pool

Due to Covid 19 this pool has been inactive.
We test it twice a day.
Recently my Chlorine and PH have been running high.
My alkalinity is 90ppm
CC is 0.04
We use the tablets " pulsar plus calcium hypochlorite briquettes"

In the past I would shock it all is good. The CC will go to 0.00.
Not the case now, I shocked it 2 weeks ago and hardly any movement.
I tried I have toss PH reducer in it, and very slow movement.
My next step is to drain a portion of the pool water and add new municipal water.

My pool contact advisor states since the pool is not being used the term "Locked" and this when I do the shocking process.

Welcome to TFP.

CC of 0.04 just means the chlorine in your pool is doing its job sanitizing the water. CC below 1.0 is fine. Only when CC gets over 1.0 do we start being concerned.
