Wanda Whale 900 pump not strong enough

Hi everyone have researched a fair bit and have pretty much concluded that my wanda whale is not working properly because of my pump. i have an intex 2500 gph pump, when i hook up wanda and start the pump it bogs down pretty heavily and wanda tries to work her parts will move slowly and she picks up debris from where i put her but cannot move. If you think I am correct, please recommend what horse pump to get and I was kind of leaning towards a sand pump, mine is a cartridge syle pump, if i get a skimmer type thats cutting a hole in my pool, also to make things even more difficult I dont have alot of money to play with right now.

They recommend 1hp pump, my pump is 1/2hp so I pretty much know it's the problem, is the intex sand pumps any good?
