Thank you James, so if the rebar is buried let’s say 2”, it actually starts to poke through the gunite as well as the finish and the “larger rock” that we thought we saw has the potential to actually be a piece of rebar?All metal should be buried 3" deep in the gunite.
So, even if the plaster is paper thin, the metal should not be coming through.

Sounds just like our finish crew!My gunite crew was struggling. Rebound used in many places. Mixers stacked up waiting due to clogged pump lines and connectors exploding. Arrrgh.
