Vinyl over steps - DIY

Hello! We are going to be DIYing a 12x24 rectangle pool this summer with an inground steel pool kit. We are hoping to do vinyl-over-steps in the corner (and possibly extend to a bench across the 12' wall). What we cannot seem to figure out is can we form and pour the steps and bench out of concrete without the use of steel? Our concern is how the steps would fasten to the steel wall - or is this not necessary?

Any tips on how to DIY the steps would be greatly appreciated! Thanks!

The steel step kits are pricey but the best way for a DIY. Its tricky doing liner over steps, when you add benches, shelfs, measurements are crucial
