Vacuum hose end repair

I have a vac hose that at the end of last year's summer stopped suctioning. We recently checked that there are no holes in the tubing. We filled the hose with water, and the only place water leaked out was at the vac head, under the connector. It spins, the other end doesn't. Is this what everyone calls a swivel end? I don't know if anything has changed because I just inherited the vac job. Any help would be appreciated.

Some of those ends (cuffs) can get separated or break. One of mine broke and I replaced it with the one seen below. Just cut-off the old one, applied some silicone, screwed it on, and let it dry. Cheap & easy.

 
The part labeled vac head is the swivel and it has to be under water.

The hose might be clogged.

Try putting a rock or heavy small ball in one end to see if it will go all the way through.
