Can I just use regular old silicone caulking I have laying around for the bead around the stationary shaft seal lip that is pressed into the seal plate housing?

You want to use a lubricant, preferably NOT silicone based. Read the above article.

There is definitely a silicone adhesive used for the lip of this seal being pressed into the motor seal plate. It was there when I removed the original shaft seal. I would just like to know if it matters what grade.
If you use silicone, use something labeled as suitable for aquarium use.
What pump do you have?
Do you have a picture?
Silicone can help in that installation. Make sure that it does not get on the face of the seals. Use aquarium rated sealant and let it dry before use.
