Trying to raise chlorine for SLAM

I am trying to raise my pool's chlorine to 10ppm. I have no chlorine or CYA in my water. I've added 37 oz of 10% chlorinating liquid to my swampy 2900 gallon pool. I've let it circurlate for several minutes and my chlorine reading was FC 2.5 and CC 3.5. I took another reading 15 mins later and my numbers were the same. Am I doing something wrong? Have I given the chlorine time to circulate, or is it being eat up that fast? There is no CYA in the pool. I'm trying to make sure I have no ammonia in it.

That isn't the ammonia process...You should test after 30 minutes. If FC >3 after 30 minutes, ammonia is gone, continue with SLAM.

So you're saying I won't see my chlorine register at 10ppm because it will get used up when it goes in the water? I think I misunderstood when I read about the ammonia in water.

It's been 30 minutes. FC 2.5 so I guess that means I don't have ammonia so I continue with adding CYA and slamming?
