Title grout and tiles cracking?

Okay this summer the pool chemistry has sucked. I know I need to drain but need to wait for another month for weather to cool down.

Currently you can see lots of white buildup on the blue tiles by the waterline. I am assuming this is calcium buildup. BUT the strange thing is it appears to be eating away at the tile grout, as well as many of the tiles appears to be cracked right at the water line. Is this also calcium doing this?
 
Calcium won't eat away grout or crack tiles; it just forms as a crust everywhere as you've seen. Cracked tiles at the waterline sounds like freeze damage to me, but I live in southern Arizona so my experience with winterization is rather...limited. Some pictures would help. Where are you located?
