Tile inlays on ledges/step after plaster?

Hi all, I’m nearing the completion of a remodel on my pool (added spa) and there was some confusion between coordinator and myself about where the tile inlays would go. The pool company owner and the other employees knew what the intent was but were told by the coordinator that I didn’t want it on the ledges or “benches” in the pool. They all thought that was odd and verified with the coordinator who said I stated that prior to shooting the plaster.

Perhaps fault is on both sides, but to me, all the ledges, steps, whatever in the pool below pool line are just “steps”. Even my family was saying, “why didn’t they do those steps?” The pool company owner clearly understood my intent as well since we discussed in person at the pool.

Anyhow, the pool company owner said they would make things right. Coordinator is telling me it can’t be done without reshooting plaster. So my question is, can it be done without replastering the whole pool? Coordinator want to adjust the pricing to just the portion they did but this is unacceptable to me. There is a minor remaining balance they are trying to collect (about 5%), but I feel I should hold this until resolved. If I have to go back and add the tile inlays myself, I would assume the cost would exceed the 5% I owe them.

Thoughts?

How would you inlay the tiles after the plaster is installed?

The tiles are applied to the surface and are about 1/8' high. Then the plaster makes the surface level with the tiles.

If you want tiles applied then you need to put plaster on after.

The issue is they forgot to put edge tiling in two locations before they plastered, so are you saying there is no way to rectify this situation?

Yes, not with tile.
